Rotterdam -  The neighbourhood has a bad name despite the enormous efforts done by the city council to renovate the area. Because of the bad name the houses do not sell and a lot of people who have to start on the bottom of the social ladder move in. That gives turmoil and confirms the bad name etc. It is like a vicious circle.
