Landgrabbing?

Dhaka -  Nice apartments building arose across the street from the slums. Is it land grabbing? Just heard today 24 schools are under threat of land grabbing and two schools lost their building to illegal occupation of developers already.  If you have strong connections in the government you can do anything you like. Law is so slow that you can easily start building right away. And the apartments do € 700.000 each. The prices even beat those of real estate in Manhattan New York. (not said these apartment building come into being in that way)
