Rotterdam -  The state and the civilian both do put great effort in exploring ways to improve the conditions for living. Sometimes succesfull, many times not so much. To many rules and regulations the civilians say. To much criminality and not enough people who take responsability for the quarter the stae says.

The artist/architect Jan Konings that invited P.A.P.A. to setlle down in The Tarwewijk runs a long term project in the quarter. His project is called Home Work Tarwewijk. He concentrates on the ‘business concepts’ of people who rum their businesses in their houses. Slowly I start to understand that is the way for civilians to make their own sets of rules. And it is made possible by todays techniques. Among the homeworkers a Brazilian woman trading Brazilian music cd’s, dvd’s and books. Worldwide. A person buying and selling agriculture machines in Peru from his house in the Tarwewijk.
